Background
The Real Estate Services Division (RESD) and the Division of the State Architect (DSA) are involved in the planning, development, design, construction, operations, maintenance, leasing and acquisition of public facilities including office space, school facilities and infrastructure projects. The value of these facilities is several billion dollars.
In December 2000, Dennis Dunne, Chief Deputy Director of the Department of General Services, led a Post-occupancy Evaluation (POE) Workshop attended by about 35 people from various divisions within DGS. The purpose was to present the concept of the POE as a method to provide better public facilities to the occupants, users and operators of such facilities. This is done by evaluating the success or failures of completed projects and utilizing the information to improve future projects.
Following the workshop, the Executive Policy Committee of RESD and DSA provided direction to develop a POE Program for use on RESD capital and lease projects and DSA public school projects.
This Charter is the first step to incorporate the POE program into the operations of RESD and DSA.
Purpose
Charter Team Member Recommendations
The Executive Sponsor/Steering Committee will appoint a Charter Team. Charter Team Member Recommendations:

Charter Team Responsibilities
This Charter Team will:
1) Strategic Plan - Develop a POE Strategic Plan that will consider application of POE on capital projects in RESD as well as school projects through DSA.
2) Quick Response Study - Develop a plan for Quick Response Studies (QRS) that can be applied on capital projects in RESD as well as school projects through DSA.
3) Consistency – Insure that development work on the Strategic Plan and QRS be considered and be consistent with the RESD Business Plan, Excellence in Public Buildings, Blueprint for State Facilities, One DGS, Energy Efficiency and Sustainable Building Design and other applicable initiatives.
4) Teams - Form POE Advisory Teams that consist of customers of RESD, representatives of school districts and the Department of Finance.
5) Implementation Plan - Develop an Implementation Plan following acceptance of the POE Strategic Plan and QRS by the Steering Committee and Executive Sponsors.
6) Training Plan - Develop a POE Training Plan to be presented throughout DSA and RESD following acceptance of the POE Strategic Plan and QRS by the Steering Committee and Executive Sponsors.
7) Evaluation - Remain active and meet quarterly with the Steering Committee and Executive Sponsors for a period of two years to evaluate the effectiveness of the POE Program and make recommendations for changes.
Resources Required
- Staff time and participation as required to complete Charter Team responsibilities. Costs to be absorbed by participating staff's office.
- Clerical support as required. Costs to be absorbed by participating clericals' office.
Team Action and Deliverables
Team requests approval to process a contract with consultant (Craig Zimring and Cheryl Fuller) to develop POE Strategic Plan and QRS Plan. Draft scope of work is attached.
Following execution of contract with Zimring and Fuller, the following deliverables will be made:
- POE Strategic Plan – A draft will be delivered to the Steering Committee within 120 calendar days.
- QRS Plan - A draft will be delivered to the Steering Committee within 180 calendar days.
After the Steering Committee has reviewed, commented, and approved the draft documents, the Charter Team will complete the final documents and present them to the Steering Committee within 30 days. Upon adoption by the Steering Committee, a report will be forwarded to the Executive Sponsor for review and approval.
