 Facility Performance Evaluation
 The Emerging POE Model

We are seeking to develop the DGS POE Model during the strategic planning process. An initial proposal for discussion:

  • Level 1: POE of all projects over $1M and most or all leased projects, potentially 100-300 per year. Level 1 POEs will include: Quick Response Studies (QRS) about 3 month after occupancy; Consolidation of existing basic building data, plans and photos, basic building performance data such as occupancy rates, energy use, etc. Online surveys with end users, building operators and consultants. Level 1 evaluations will be low-cost and semi-automatic. The purpose of level 1 POEs is to:
    • create a baseline for DGS projects
    • increase communications with clients, consultants and others
    • provide a quality monitoring system to identify potential problems and successes.
  • Level 2: Comprehensive evaluations examining how building delivery processess and design innovations interact to produce State buildings that are cost-effective but higher quality. They will include surveys as in Level 1, but will also incorporate assessment of technical performance and onsite walkthroughs and interviews. These will be about 20 per year, depending on need and resources. Level 2 POEs will be aimed at:
    • Creating convincing data about the links between good design and outcomes such as operating costs, customer productivity and satisfaction, flexibility. Sites will be chosen to compare competing strategies or explore innovations.
    • Developing design guides for improving the quality of repeat projects such as Dept of Forestry Fire Stations, or DMV substations
    • Assessment of "troubled" settings that might need fine-tuning
  • Level 3: Special studies (about six per year?) focused on exploring specific critical questions such as the effectiveness of raised flooring for longterm customer productivity or the effectiveness of or customer response to innovative daylighting systems.
