 Facility Performance Evaluation
POE Contest Entry for Larry Smith

Question:   How Can Post Occupancy Evaluation help you or DGS do a better job?

The Asset Planning and Enhancement Branch is responsible for long-range state building planning efforts and the efficient asset management of existing facilities. The Branch prepares Regional Plans, forecasts and economic analysis as justification for proposed office development projects. The Post-Occupancy Evaluation (POE) process will add value to our efforts and enable us to do a better job by providing meaningful user substantiation to our recommendations to various approving authorities. By getting feedback from state occupants of newly completed buildings we can insure those new facilities are meeting our customer needs, as well as improve future buildings as they are developed.

A successful POE process will improve the design and delivery of our buildings and produce a high level of customer satisfaction. Instead of having our clients in a reactive mode, we will find them in a proactive and supportive mode. This will provide even further credence to our recommendations, when the various approving authorities review our proposals.

POE can also assist in the asset management of existing buildings. By better understanding our client needs, we can improve our existing buildings by incorporating the enhancements and innovations developed in new buildings. We can also gain our customer's support in providing budgetary substantiation for desired maintenance and improvements in existing buildings when they can see the direct benefits.

We want to emphasize the key opportunity presented by the POE process. The information gathered from our customers should be shared and cross-reviewed throughout the Department. By understanding all of our customers concerns and responding in a more coordinated fashion, the DGS will be even more effective in meeting their needs. The POE process will enable our Department to take another step in creating "One DGS" in the eyes of our clients.
