Question 1: What should the focus be?

DEVELOP STANDARD DESIGN GUIDES

  • Agency driven. Include the stakeholders' decision-makers when developing the guidelines.
  • Policy driven (smart government.) Establish the goal & objectives and establish policies to support the goals & objectives. Get support at all levels.
  • Maintenance & Operation of the facility must be a critical part of the design. A good design that takes Maintenance & Operations into consideration during the design phase allows the facility to be maintained as a class A building.
  • Future flexibility (occupants/equipment) infrastructure. A good design will allow for growth and change to the facility as key business drivers change.
  • Consider employee productivity/comfort, community considerations by looking beyond the typical use of State facilities.
  • Determine the life cycle of the building, design level to be consistent with building life.

Question 2: How it might help my department and me?

  • By having standard design guidelines the department's requirements would be uniform. These guidelines should include language that encourages new programs, new designs approaches and technologies.
  • Allow all stakeholders to be more informed.
  • Would establish performance criteria as it relates to the design.

  • High level management

  • All Stakeholders

Question 5: How can we integrate it with daily activities in the DGS?

  • Make the information widely available and easily accessible.

Question 6: What are some of the Barriers?

  • Current Project Funding Approach (include post occupancy issues in the process where possible.
  • DOF/LAO support of cost impact of innovative system design in advance (sustainability).
  • Change perception for good sound construction appearing as luxury.
  • Staffing

Question 7: How can we overcome some of the barriers?

  • Educate all stakeholders involved.
  • Take a different approach with DOF/LOA in preparing and presenting the funding requests.
  • Establish a sinking fund to accommodate some of the unforeseen issues that arise during transitioning and commissioning.
  • Create as attachment/performance criteria for all contracts. This would allow integration of the revised design document into the work place via computer.
